We support the inclusion of heritage as an exceptional circumstance. The clause should relate to the significance of the heritage asset and how any conversion could affect the significance of a heritage asset. In this case, it is also likely that Listed Building Consent will be required and this should be referenced.

We remain unclear about what assessment has been undertaken in relation to tall buildings and heritage assets. The modification does touch upon heritage assets, but it should be clear that tall buildings need to protect the significance of heritage assets including views to and from heritage assets and their setting. Views and setting assessments will be required, as well as heritage impact assessments/ heritage statements. It would be useful if the Council prepared a tall building/skyline evidence base to direct tall buildings in the most appropriate locations.

We would usually expect the use of roller shutters to be restricted in the context of heritage assets. Paragraph 15.46 states that ‘roller shutters can have a pronounced impact’ on heritage assets. The two amendments should tie in with each other and be clear that development which harms the significance of heritage assets will be resisted.
